ELEKS Software Implements a New Customs System for the States of Jersey
May 25, 2009Lviv, Ukraine - ELEKS Software Ltd., a Ukrainian IT services and product company, announced that, in collaboration with its strategic alliance partner teleologica ltd, it has supplied a Customs system (CAESAR II) to Jersey, a self governing British Crown Dependency. CAESAR II replaces and extends the functionality of the previous system used by Jersey Customs which was also supplied by ELEKS and teleologica.
In July 2005 Jersey’s government approved a package of major tax reforms that included the introduction of Goods and Services Tax (GST) - a VAT style consumption tax - in 2008. A fundamental requirement of the Jersey tax reforms was that technology should be deployed to minimize the administrative burden for both business and government. CAESAR II was commissioned to fulfill that requirement.
The new system allows Jersey Customs to efficiently process more than 10,000 consignments per week compared to 200-300 per week previously.
ELEKS and teleologica were contracted to develop and deploy CAESAR II following a vigorous competitive tender. The project was completed within a demanding timetable dictated by the fiscal reform strategy. Software development commenced in April 2007, all core functionality was delivered for go live at the beginning of May 2008. Development was largely completed off site. Nominated Customs officers were able to provide significant design input through a series of tightly disciplined prototyping iterations. A wide cross section of external business users were also actively involved in the design process in a series of initial meetings and subsequently through the prototyping cycles. Technical assistance was provided directly to business users where necessary.
CAESAR II provides a highly automated, paperless, e-Customs system. Businesses securely submit and manage manifests and declarations and obtain real time information on detained goods either directly from their own systems or using a business web front end. Members of the public make declarations through the public web front end – in many cases simply using an existing tracking reference provided by a courier. Customs officers are provided with sophisticated risk management and workflow tools to automatically control prohibited and restricted goods, identify potential revenue losses and implement intelligence led monitoring. Collection of duties and taxes is fully automated including accounts receivable functionality. Taxes are paid electronically, members of the public pay on line by debit card. Less than two percent of consignments require officer intervention, those items having been automatically selected by the risk management rules and assigned to a specific workflow. Departmental management are provided with a suite of key performance indicators reports.

ELEKS took part in the conference on e-government
May 16, 2009ELEKS Software took part in the ‘E-Government Day 2009’conference, which was held in Kyiv, Ukraine on May 14, 2009. The conference was organized by the National Academy of Public Administration under the Office of the President of Ukraine (NAPA) under the auspices of Main Department of the Civil Service of Ukraine and State Informatization Committee of Ukraine. The basic purpose of the conference was to promote popularization of e-government idea and e-democracy among Ukrainian state authorities and local self-government and to demonstrate native and foreign experience in best usage of these issues.
The event was attended by approximately 300 guests - representatives from the Secretariat of the President of Ukraine, Secretariat of the Cabinet of Ministers, Verkhovna Rada of Ukraine, central and local executive bodies, local government, teachers and doctors of the Academy, and other organizations.
The main topics discussed on the conference were e-government at the national (central) level, e-government at the regional and local levels, sectoral e-government (e-Medicine, e-Education, etc.) and e-democracy.
Native researchers, practitioners and academics who were invited to the conference, demonstrated their presentations on their research findings and practical usage of e-government. Oleksiy Skrypnyk, CEO of ELEKS Software, made a presentation on ‘The concept of open society and e-government’, demonstrating examples of solutions already implemented by ELEKS Software for the States of Jersey, Guernsey and Isle of Man (UK). This presentation caused audience’s interest for discussion. The members of the Eleks’ delegation took part in the meetings of working groups and discussed with other participants the strategy of developing an open society, ways of realization of e-government initiatives at central and local levels, schemes of rendering e-service and establishment of e-democracy in Ukraine. Eleks’ representatives demonstrated the solutions developed by Eleks in the area of e-government, e-learning, healthcare and transportation.
Among the honored guests who welcomed to the conference were head of the National Academy Volodymyr Prikhodko, Project Coordinator of democratic governance Ilariya Karnevali, Deputy Head of Civil Service of Ukraine Andriy Vishnevsky, Minister of Economy and Communications of Estonia Juhan Parts, plenipotentiary Ambassador of Norway in Ukraine Olav Berstad, Chairman Deputy of State Informatization Committee of Ukraine A. Semenchenko.
A number of interesting meetings were held during the conference and we hope they will lead to further collaboration with various government institutions and will allow us to make a contribution to establishment of e-society in Ukraine.

ELEKS Software Develops an Innovative Vehicle Registration and Licensing System for the Isle of Man
March 1, 2009Lviv, Ukraine ─ ELEKS Software, a Ukrainian IT services and product company, announced that, together with its strategic alliance partner teleologica ltd, it has supplied a new vehicle registration and licensing system (DVAS) for the Isle of Man, a self governing British Crown dependency. DVAS replaced a mainframe system dating back to 1984 and is seen as flagship project in the Isle of Man’s e-government transformation strategy.
The DVAS project scope and approach are similar in key respects to projects previously completed for Jersey and Guernsey and draw on ELEKS and teleologica expertise in this specialist market. Development commenced in May 2007, the system went live September 2008. In common with Jersey and Guernsey projects most of the development was completed off site. During development nominated users were able to provide significant design input through highly disciplined prototyping iterations. Final user training was delivered on site immediately prior to go live, reinforced with user guides and video tutorials. Notably the formal acceptance procedures completed by the client extended to structured code and documentation reviews to the exacting standards set in the system specification.
The intuitive browser based user interface requires zero desktop configuration facilitating deployment across multiple departments and locations serving more than 170 users in total. Tight integration with the government security management architecture has proven both convenient for users and efficient to administer. Built in workflow rules enforce key business rules. Industry data feeds automate the capture of standard vehicle data during registration improving accuracy and reducing manual effort while paving the way for emissions based on other charging schemes. DVAS also includes an interface with proprietary Isle of Man Post Office systems allowing vehicle keepers to renew annual licenses at any Post Office counter across the island using bar coded reminder letters to automate the process. The project also replaces traditional log books with Vehicle Registration Certificates printed on security paper designed to a European format.
The project scope also included migration of data from the previous system, elimination of duplicate records and standardization of addresses based on the government wide gazetteer. DVAS facilitates a rolling program of data cleansing during the first year of live operation. Potential duplicates are automatically identified and dedicated data cleansing staff are provided with options to automatically merge or retain records.
