Easy to use, multi-lingual driver, touch screen driver test system.
What ELEKS Did:
ELEKS created a computer-based driving theory test system integrated with a web-based test booking system (“TTS”). The system is touch screen based and has an intuitive user interface as well as invigilator console. Our team imported test questions and voice-overs (in English and Portuguese), as well as provided translation and voice-overs services from ELEKS Localization Services. The system’s innovative features, unavailable in alternative systems, include a generation of unique tests for each candidate and the facilities for the administrative staff to add/edit questions as needed.

Business Challenge:
Replace an outdated CES solution to streamline and simplify business processes, eliminate data duplication and manual processing, and provide its users with more focused and useful management information.
What ELEKS Did:
ELEKS replaced the customer’s legacy system with the new Customs and Excise System for Administration of Revenue (CAESAR). The new system provided far greater security, allowed declarations to be entered into the system using browser-based remote access, provided a facility for Customs Officers to discreetly monitor declarations in order to verify their completeness and accuracy, provides a process for split consignments and drawbacks, and handles passenger and postal duty collection.
The system also makes it possible to streamline and simplify business processes, eliminates data duplication and manual processing, and provides its users with a more focused and useful tool for managing the flow of information.

Business Challenge:
Reduce the burden of customs officers by requiring electronic submission of manifests and declarations before goods and cargo departure as well as tax payment via Internet.
What ELEKS Did:
CAESAR II is is a comprehensive system (the next release of CAESAR) developed by ELEKS to support administration and business processes of imported Goods and Services Tax (GST) introduced in early 2008, as well as administration and collection of customs and excise duty.
Currently the system administrates and collects customs / excise duty and GST on imported items brought in by private individuals and businesses. The majority of items subject to duty or tax are processed without the manual intervention of Customs officers. Only 2% of all consignments require officers’ intervention and these items are picked up by the system risk management rules and assigned to a specific workflow based on the level of threat identified by the system. The system further reduces burden on customs officers by requiring electronic submission of manifests and declarations before goods and cargo departure as well as tax payment via the Internet.

Business Challenge:
Streamline the process of duty collection within the vehicle registration operation.
What ELEKS Did:
ELEKS delivered a Vehicle Registration System, a browser-based front end that allows access for diverse departments, including police, parish officials and authorized third-party parking fine systems. ELEKS also provided comprehensive data migration from older legacy systems to a new hardware platform. Significant enhancements have been added over subsequent years, including an interface with State of Jersey Customs systems following the introduction of vehicle excise duty and a module for automatically capturing and storing vehicle test results.

Business Challenge:
Introduce credit card style licenses incorporating security features according to the 3rd European Driving License Directive.
What ELEKS Did:
LICAR (License CARd system) was developed to replace the legacy drivers’ license system, and to offer a high level of functionality and reliability. ELEKS team provided comprehensive data migration service and solution development.
The LICAR system replaced the previous application, and introduced credit card style license incorporating security features according to the 3rd European Driving License Directive. The system is able to process as many as six hundred license cards a day and supports several dozens of simultaneous users.

Driving and Vehicle Licensing System

Improve the quality of services by implementing a new Driver and Vehicle Licensing System.
What ELEKS Did:
ELEKS supplied the customer with the Driver and Vehicle Licensing System, which comprised Driving Licenses and Vehicle Registration subsystems.
The system was created using innovative technologies to achieve the required levels of security, flexibility and system performance needed to stay current with their growing demands and new hardware platforms. The project included migration and cleansing of data stored on the previous system and reconstruction of driving history back to 1995.
Implementation of the new Driver and Vehicle Licensing System made it possible to significantly improve the quality of services provided by the Government to citizens and businesses in Guernsey.

Replace an outdated system, migrate from the previous system, eliminate duplicate records and standardize addresses based on the government wide gazetteer.
What ELEKS Did:
The Driving and Vehicle Administration System was supplied by ELEKS in a strategic alliance with teleologica ltd for the Isle of Man, a self-governing British Crown dependency.
The intuitive browser-based user interface requires zero desktop configurations facilitating deployment across multiple departments and locations serving more than total 170 users. Tight integration with the government security management architecture has proven both convenient for users and efficient to administer. Built in workflow rules enforce key business decisions. Industry data feeds automate the capture of standard vehicle data during registration process, and thus improves accuracy and reduces manual efforts while paving the way for emissions based systems.
The DVAS also includes an interface with proprietary Isle of Man Post Office systems allowing vehicle owners to renew annual licenses at any Post Office counter across the island using bar coded reminder letters to automate the process. The project replaced traditional log books with Vehicle Registration Certificates printed on security paper designed to a European format.
The project scope also included migration of data from the previous generations of systems, elimination of duplicate records and standardization of addresses based on the government wide gazetteer.

ELEKS’ engineers developed an intranet web portal to automate a wide range of governmental processes for the Lviv city-governing agency. These processes included managing cross department processes and procedures for the entire local government, the interaction and communications with and between Lviv Council employees, and communications with other local, state and national governmental agencies. It is considered to be the only reliable and actual informational source for local government officials.
